How to convert JPG and other images to PDF
- Drop your pictures on Drop images here or click to choose. Each image becomes one page, in the order listed.
- Reorder with Move up and Move down, or by dragging a row. Remove drops an image.
- Set Page size (A4, US Letter or same as the image), Orientation, Margin and Image fit.
- Type a Name of the PDF file, click Create PDF, then download it.
How the PDF is built
The page uses the open-source pdf-lib library. JPEG files are placed in the PDF as they are, without recompression, and PNG pixels are copied losslessly. A phone photo stored sideways with an EXIF turn flag is redrawn upright and saved as a 92% quality JPEG. WebP, GIF (first frame only), BMP and AVIF are decoded by your browser and stored losslessly as PNG, which can make the PDF large.
Layout works in PDF points (1/72 inch, per the PDF specification). An image counts as 0.75 points per pixel (96 pixels per inch). The room on the page is the page size minus the margin on each side, and Fit inside the page scales by the smaller of room width divided by image width and room height divided by image height. A4 is 595.28 by 841.89 points and US Letter is 612 by 792.
Worked example with the sample images
Click Try two sample images: a 1200 x 800 px landscape image and an 800 x 1200 px portrait one. With the defaults (A4, Auto, Medium 30 pt, Fit inside the page) you get "Created a PDF with 2 pages (A4...)". The first image is 900 by 600 points, the room is 781.89 by 535.28, and the scale is the smaller of 0.8688 and 0.8921, which is 0.8688. It lands on a landscape A4 page at 781.89 by 521.26 points. The portrait image gets a portrait page at 521.26 by 781.89.
Limits and edge cases
- Fill the page covers the whole area inside the margin and crops the edges. Original size never enlarges a picture and shrinks one that is too big, so nothing is cut off.
- With Same as the image, each page is the image size plus the margin, and Orientation and Image fit are switched off. Pages are capped at 14,400 points (200 inches).
- SVG and HEIC files are not accepted, and a file the browser cannot read is skipped with a message. One image goes on each page, never several.
- File size follows your image sizes. Shrink big photos first with the image compressor, or turn a sideways file with the image rotator.
- To add the result to existing documents, use the PDF merger.

No. This tool places one image per page. To get several pictures on one page, combine them into a single image in an image editor first, then convert that image.
